This command is wrapped in a CMPITclPackagedCommand and is
part of the spectrum package family of commands.
The application manipulates spectra via the SpecTcl API.
In the MPI_EVENT_SINK_RANK process, this manipulates the spectra
via the histogrammer object while in other processes, only the spectrum dictionary is
manipulated to retain a consistent view of spectrum definitions across the application.
