Establishes the batch SpecTcl data getter as getting data from MPI. The sender is assumed to be rank0 and should have used the mpisink command to set up to transmit data to the other ranks.
Note that prior to beginning analysis in the rank 0 process:
Analysis should be started in all other ranks.
The mpi notifier should be halted.
