This command is wrapped in a CMPITclCommand.
Since the spectrum contents needed to return these statistics are
maintained by the MPI_EVENT_SINK_RANK, this
command, when run in any other process sets no result and returns
TCL_OK. When running in MPI_EVENT_SINK_RANK,
the result is set with statitics information and TCL_OK
is returned as the status.
